NATIONAL EMERGENCY RESPONSE COMMITTEE ON HIV AND AIDS
What is NERCHA?
The National Emergency Response Committee on HIV/AIDS is a multisectoral Committee established in December 2001, tasked to oversee the conversion of the 'National Strategic Plan for HIV/AIDS', that was produced by the HIV/AIDS Crisis Management and Technical Committee, in to action.
NERCHA operates through a Directorate. The Committee acts in the same way as a Board of Directors, it guides and oversees the work of the Directorate.
The NERCHA Directorate was established in May 2002. It is the executive office mandated to convert the strategic plan in to an action plan and coordinate the implementation thereof.
VISION
To significantly reduce the spread of HIV/AIDS in Swaziland and to manage those who are infected and affected appropriately.
MISSION STATEMENT
To ensure that appropriate and comprehensive services in the areas of Prevention, Care & Support and Impact Mitigation of HIV/AIDS are delivered to the people who need them at grass roots level (community).

KEY OBJECTIVES:
To coordinate and facilitate
- The achievement of preventative behaviour towards the transmission and contracting of HIV/AIDS
- The provision of comprehensive appropriate care and support for people infected and affected by HIV/AIDS
- The minimisation of the impact of HIV/AIDS on society
- Monitoring and evaluation of services as well as measuring the impact of HIV/AIDS
- The mobilisation of financial and technical resources including the management and allocation of these to implementing agencies.
- Periodically review and update HIV/AIDS related policies and guidelines
FUNDING
NERCHA is funded by the Swaziland Government and by grants to the HIV/AIDS Emergency Fund by bi-lateral and multi-lateral donors and others.
NERCHA IS A CO-ORDINATING AGENCY
NERCHA is mandated to co-ordinate all activities dealing with all aspects of the HIV/AIDS epidemic. Co-ordination does not imply control but merely an attempt to maximise the effectiveness of efforts and resources.

National HIV/AIDS Directorate
The Directorate consists of the National Director, Dr Derek von Wissell, three co-ordinators and assistants for Prevention, Support and Care and Impact Mitigation, a Researcher and Financial Manager and assistant.
