In terms of Section 75 (1) of the Constitution of the Kingdom of Swaziland, the Secretary to Cabinet is also the head of the Public Service.
The duties of the Secretary to Cabinet’s are listed as follows:


(a)    Chief advisor of the Prime Minister on management systems, structures and organization of Ministries;
(b)    Reviews and monitors the overall performance of each Ministry in implementing Government policies and programmes, including the discharge by   the Principal Secretaries of their functions;
(c)    Take charge of Cabinet office and responsible in accordance with instructions given by the Prime Minister, for arranging the business and keeping minutes of the Cabinet and for conveying decisions made in Cabinet to the appropriate authorities.

The Constitution provides that these duties are over and above other duties that may be conferred by the Prime Minister or by any other law.
