The tender must be delivered to the offices of the Eswatini Government Tender Board, Treasury Building, Mhlambanyatsi Road, Mbabane Swaziland by 9:00 am on the 14th October , 2022 and deposited in the Treasury Tender Box. Tender not deposited in the Treasury Tender Box, as well as deposited late, will not be considered . Tenderers and their representatives may attend the tender opening.

All documents specified in 'Instruction to Tenders' must  accompany the Tender including the following documents _

  • A Hand written Original and Valid Tax Clearance Certificate for Government Tender ;
  • Tender Security Form to the value of E5 000.00 (Five Thousand Emalangeni) original Bank Security Bond;

The Directorate of Industrial and Vocational Training (DIVT) and its structures were established in 1987 through an act of Parliament enacted in 1982 (Industrial and Vocational Training Act of 1982). The Act provides for the establishment of a tripartite advisory board (Industrial and Vocational training Board),

  • Which governs the Directorate,
  • Advices the Minister on issues pertaining to vocational training,
  • Provides a link between Government, Industry and Training providers.

Under the board are Training Advisory Committees which provide expert advice on training.

To provide an integrated policy framework on Vocational and Industrial training systems to both formal and informal sectors in Swaziland. This is aimed at meeting the needs of the National Human Resource requirements for competitiveness recognizing technological innovativeness.

Mission

Considerate to the vision and values, and cognizance of time frame, the Industrial and Vocational Training Board as a regulatory authority in collaboration with all stakeholders through its run structures, guided by its policy and regional development contribute to the social, economic and technological development in Swaziland.

To promote, enhance and monitor Industrial and Vocational Training and skills development (Apprenticeship scheme - formal training enforcing a combination of theory and on the job training through a contractually regulated training for a time interval of five years); as well as validation of skills proficiency levels for skilled labour force in the country (Trade testing scheme -competence based assessment mechanism to measure the proficiency levels of skilled labour force in Swaziland irrespective of a training route may be formal or none formal).

Functions/ responsibilities

  • Its primary mandate is strengthening skills development in Swaziland.
  • The Directorate currently operates two training schemes, the Trade Testing and Apprenticeship Schemes.
  • The trade testing was designed for on the job trained people with no formal training in the skills being learnt, and the apprenticeship training facilitates a balance on both formal and informal training through regulated training in time intervals for a period of five years.
  • Both schemes ensure that Swazis are adequately trained in predominantly all industrial occupations.
  • The department is also responsible for the certification of trade tested artisans and the completion of apprenticeship training.
  • To implement the Industrial and Vocational Training Act of 1982 and develop needed Training schemes, apprenticeship, trade testing regulations.
  • To co-ordinate all Industrial and Vocational Training activities in Swaziland.
  • To initiate skill upgrading and retraining programmes needed to meet the skills required of industry and to satisfy the certificate needs of industrial employees.
  • To encourage industry to play a greater role in industrial training and harmonise Government’s efforts with those of industry.
  • To administer, regulate and develop apprenticeship, and supervise the training of apprentices
  • To issue certificates of completion of apprenticeship training and skills competency certificates.
  • To develop trade standards for 3 separate levels (grade I, II and III) in all available trades.
  • To develop and draft training schemes for in-plant training of apprentices and trainees in all relevant trades and to integrate these with the programmes of the training institutions.
  • To identify and influence the alternative source of revenue (e.g. Training Levy Fund).

The Directorate currently operates two training schemes, namely; the Apprenticeship and Trade Testing Schemes.

Apprenticeship and Traineeship Training Schemes

This is a formal training scheme which enforces and facilitates a balance of formal (theory from Technical Training institutions) and non formal training (on the Job Training) through a contractually regulated training for a time interval of five years. The scheme is empowered by the IVT ACT, of 1982 to monitor industrial training through training inspections and training guides. The Directorate has to certify successful apprentices or trainees.

What are the Swaziland Apprenticeship and Traineeship Training Schemes?

They are schemes governed by the industrial and vocational Training Act of 1982. They are designed to promote Industrial Training in Swaziland by ensuring that all apprentices and trainees in the trades covered by the schemes receive adequate training. They are aimed at achieving the requirement of an adequate base of skilled man power in the country. These are intended to empower Swazis to be competent in various industrial occupations. They consist of formal training in a recognized field/occupation in an approved technical training institution and practical training on the job environment under supervision for a specific time frame.

What are the advantages of Apprenticeship Training?

No organized modern society can progress without skilled workers. Such skills do not just happen, it has to be learnt. This training method proves to employers in terms of time, labour, wastage of material, and damage to equipment.

Nowadays, materials, machines, and manpower are becoming more costly each year. Machines are more complex and special skills and knowledge is needed to use to advantage the many old and new materials used in industry. Apprenticeship and Traineeship Training are designed to provide these skills, abilities and knowledge. Everyone benefits from planned apprenticeship training – the employer by having artisans capable of understanding and carrying out complex tasks with a high degree of skill. The employee by acquiring skills necessary for advancement in trade of his/her choice.

How is the Scheme administered?

After the apprentice and trainee and his/her employer have agreed on engagement into an apprenticeship and traineeship scheme, a contract is signed between them, laying down their respective rights and obligations. It is then the job of the apprenticeship officer to ensure that terms of this contract are observed.

TRADE TESTING SCHEME

It is a competence based assessment mechanism to measure the proficiency levels of skilled manpower in the country, irrespective of training route, may be formal or none formal. The main objective behind the establishment of this scheme is to determine the ability, skill or competence of persons employed in different industries.

To date many Swazis hold trade test certificates in a wide range of occupational skills and some hold notable positions in industry.

The trade testing scheme is structured such that it has three levels (Grades) of competence namely:

Grade (I)                      - Highly skilled level
Grade Two (II)             - Skilled level
Grade Three (II)          - Semi-skilled level

How Is The Trade Test Moderated For Recognition?

In the interest of transparency and spirit of promoting participation of all stakeholders the trade test is structured to be conducted by a Trade Testing Panel (not one person) which consist of not less than three members, all of whom are qualified in the relevant trade or occupation and nominated to represent each of the following:
Technical Training Institutions
Government or Parastatal Sector
The Private Industry


The Trade Testing Panels set trade standards, formulate and conduct trade tests to determine the level of skills of workers in designated trades or occupations.

What Is a Trade Standard?
A trade standard means inventories of specific skills and related knowledge which artisans in the designated trades or occupations are expected to have mastered at different trade test grade levels.

How Do I Apply to Take a Trade Test?
Any person who wish to take a trade test shall apply in writing on the prescribed form available at this website or the Trade Testing Offices located next to Swaziland College of Technology Administration Block or by writing to:

To be considered for a test, one needs to prove that he would have attained the age of eighteen years at the date appointed for the test, and:
(a)  in the case of an applicant for grade three test, that he has completed at
least three years employment in the trade or occupation in which he is to
be tested.
(b)   in the case of an applicant for a grade two test, that he has obtained a
grade three certificate in the trade in which he is to be tested and has also
completed a further eighteen months employment in the trade after the
date of obtaining a grade three trade test certificate
(c)     in the case of an applicant for a grade one test, that he has obtained a
grade two certificate in the trade in which he is to be tasted and has also
completed a further two and a half years experience in employment.
