REQUEST FOR PROPOSALS TO ENGAGE AN INTERNATIONAL CONSULTANT FOR A SHORT TERM PERIOD TO REVIEW FINANCE CIRCULAR NO.1 OF 2010 - TERMS AND CONDITIONS OF POLITICIANS

The Ministry of Finance invites sealed Proposals for the provision of consultancy services to review Finance Circular No1 of 2010 – Terms and Conditions of Politicians. Proposals will be evaluated on a‘Quality and Cost basis’, as detailed in the ‘Request for Proposals’ document and the resulting contract will be a lump sum, as specified in the document.
The proposal shall consist of a Technical Proposal and a Financial Proposal, which shall be in separate sealed envelopes. The two envelopes must be enclosed in a sealed outer envelope, which shall be marked: “Request for Proposal’ Strategic Planning for the Ministry of Finance”, “RFP No.: 5 of 2013/ 2014” “The Secretary to National Tender Board, Treasury Building, Mbabane”. Failure to mark the envelope clearly and accurately may result in rejection of the application.
The Proposals should be deposited in the Treasury Tender Box situated at Treasury Building, MBABANE at the latest by the 10th of May 2013 at 9:00a.m.Late applications will not be considered.
