GREETINGS

May I extend a special greetings to you all.

It gives me great pleasure to be standing before you on this very important day to witness the official opening of the Don Don potable water supply scheme. This is a milestone event which responds to His Majesty’s vision for intensive investment is water infrastructure to bring potable water to the Swazi nation.

ADHERENCE TO THE GOVERNMENT PLAN OF ACTION

In the last two weeks the country through the wise leadership of His Majesty King Mswati III who is the current Chairperson of SADC hosted as successful Energy and Water Investor Forum. This event had gathered all the 15 SADC Member States and different International Cooperating Partners to look at ways on how investment in Energy and Water infrastructure could be funded.

This event displayed the commitment and importance that the country and the Region has placed on the importance of investment in infrastructure especially water to improve the lives of our people.

This is another government effort to make sure that the country is water secure and is protected from the negative effects brought by the climate change phenomenon.As we strive to ensure that all the people of Swaziland have potable water by theyear 2022; investment in projects like the one we are opening today will always play a critical role.

During the official opening of Parliamentthis current year; His Majesty instructed Government to advance development in large water projects to benefit multiple communities. To respond to this command my Ministry witnessed the official opening of the SISOMA project in April 2017. This project benefited a total of 61, 000 people in the areas of Siphofaneni, Somntongo and Matsanjeni.

In May 2017, my Ministry also witnessed the official opening of three (3) water schemes at KaMfishane, Lugedzeni and Bekezela all in the Shiselweni Region. In total these projects benefitted a total of 5,000 people.  The Ministry looksforward to the delivery of five (5) more projects of such magnitude to increase the rate of coverage in our rural areas from the 50.3% currently observed to at least 53% by the end of the March 2017.

IMPORTANCE OF JOINT COLLABORATION IN WATER DEVELOPMENT

His Majesty’s government appreciates the role played by water in our lives. Water is the basis of life; at least 70% of our bodies is composed of water, the food we eat is produced using water, our economies are highly dependent of water and this is just but a few of the many activities that depend on water. In that regard His Majesty’s government continues to prioritise the provision of water to the nation.

By its cross cutting nature; water resources development and management needs strong collaboration between different sectors. Government always ensures that water resources development is preceded by the provision of sanitation facilities as the availability of water without proper sanitation would not be able to improve the lives of people.

Government appreciates the strong collaboration displayed by our different Ministries and Partners in the implementation of projects of this nature. In this project we note the contribution of the Ministry of Natural Resources through its Department of Water Affairs.  Our Ministry as a lead portfolio Ministry has ensured adherence to construction standards and effective community participation.

The Ministry of Health through the Environmental Health Department has ensured that the community have adequate sanitation facilities which is a basic requirement before the development of any water project.

COMMUNITY PARTICIPATION

The active role of the Don Don water committee is also greatly appreciated. We appreciate your dedication and sacrifice to ensure that the project is the success it that it is today. May I urge you to continue encouraging the community to actively participate in the management of the project especially to encourage them to continue to contribute the financial resources required to ensure the successful maintenance of the project.

I have been advised that currently the community has mobilised a total of E8, 800 towards the maintenance fund. This is greatly commended and I invite all those who are currently not contributing towards this fund to do so to ensure the sustainability of this important project.

PROJECT STATISTICS

In my brief tour of the project I have been advised that the source where this project draws water is a borehole which has a yield of 5.0liters per second. This is a substantial amount of water which if properly managed can supply enough reliable water to meet your water demands for a long time. For this Borehole to continue to provide this water, your contribution towards the water fund is very important as this money is needed to pay for the electricity required for the pumping the water to the two storage reservoirs from which water is then distributed to the different collection points.

It also gives me immense pleasure to also learn that that the project is benefitting approximately 271 homesteads (2710 people) including business areas, churches, dipping tank and government institutions that serve the community. In the next ten (10) years this population is projected to grow to 3642 people and the project has been designed to have sufficient capacity to meet this projected demand.

It is also gratifying to indicate that this project has been funded to a tune of E3, 900,672.96by the Government of the Kingdom of Swaziland and this is to ensure that every Swazi has potable water for improved livelihoods. Our construction team from our Department of Water Affairs working with the community ensured the successful completion of this project. 

SUSTAINABILITY OF INFRASTRUCTURE

May I at this point urge you all to use the skills acquired during the many trainings and during the construction of these projects to ensure that the projects are in good working condition. In the case you encounter any major maintenance challenges, please do not hesitate to contact the Ministry through the Rural Water Branch offices s offices for support.

CONCLUDING REMARKS

In conclusion may I take this opportunity to thank you all for having devoted time to be part of this important gathering. May I also take this opportunity to thank all our partners who have contributed towards the success of this event.

Special appreciation also goes to the organising committee which has spent sleepless nights to ensure this day became a reality.

With these remarks may I now declare the Don Donpotable water supply schemes to be officially open.
