There are 14 Revenue Offices around the country which offer the under mentioned services. Some services may only be found at the main offices.

Services offered

1.    Learners Driver’s Licence : Requirements

•    Application form at any Revenue Office, costs E 25.00
•    Take a Road Sign test at a Police Station and pass it.
•    For light motor vehicle licence applicant must be 18 years or older
•    For heavy duty licence applicant must be 21 years or older
After passing the test bring the following:
•    Come with Graded Tax Certificate
•    ID
•    2 Colored passport size photo, signed and stamped at the Police station.
•    E 40.00 fee for the licence.
The Learners Driver’s Licence is valid for 3 months only.

2.    Driver’s Licence : Requirements

•    Test form at any Revenue Office, costs E 45.00 for Light motor vehicle licence and E 55.00 for Heavy duty licence.
•    Must have a valid Learners driver’s licence.
•    For light motor vehicle licence applicant must be 18 years or older
•    For heavy duty licence applicant must be 21 years or older
After passing the test bring the following:
•    Come with Graded Tax Certificate
•    ID
•    2 Colored passport size photo, signed and stamped at the Police station.
•    E 75.00 fee for the licence.
The Driver’s Licence will take 2-3 weeks to be issued.

3.    Lost or Damaged Driver’s Licence : Requirements

•    For a lost Driver’s Licence bring a Police Report.
•    For a damaged Driver’s Licence bring the Licence.
•    Fill in application form (TF32)
•    Graded Tax Certificate.
•    E 100.00 fee for the licence

4.    Changing Licence from Foreign to Local : Requirements

•    Residential Permit.
•    Driver’s Licence
•    Passport.
•    Graded tax certificate
•    E 75.00 fee for the licence

5.    Duplicate Blue Books: Requirements

•    Police Report with Motor vehicle Particulars.
•    ID (Owner) and ID (representative) if the owner has sent someone else
•    Fill in application form (TF131)
•    E 50.00 fee for the licence

6.    Change of Motor Vehicle Engine Requirements: Requirements

•    Police Clearance Certificate.
•    Receipt for the Engine.
•    Bluebook
•    General Receipt for duplicate Blue Book
•    ID (Owner) and ID (representative) if the owner has sent someone else
•    Completed application Form (TF131) and a general Receipt of E 50.00.
•    For Companies or other Organizations, a written letter authorizing the person sent with the ID number is required and the copy of the ID must be attached.

7.    Motor Vehicle Registration (Licencing) from old to new number plates : Requirements


•    Police Clearance Certificate. ( take car, ID and Blue Book to the Police station to get the Police Clearance)
•    Complete application Form (TF131).
•    Pay Fee. Fee is determined by weight E 100.00 being the minimum fee.
•    Pay E 65.00 for the third plate
•    Get new Blue Book.


8.    Motor Vehicle Registration (Licencing). If you are already on new number plates : Requirements

•    Blue book.
•    Pay Fee. Fee is determined by weight E 100.00 being the minimum fee.

9.    Change of Ownership : Requirements

•    Complete application Form (TF131).
•    Pay E 50.00 for Police Clearance.
•    Police Clearance Certificate. ( take car, ID and Blue Book to the Police station to get the Police Clearance)
•    Roadworthiness Certificate from CTA.
•    Tax Clearance Certificate for the new Owner.
•    Pay E 45.00 fee.

10.    New car Registration (Imports) : Requirements

•    Invoice
•    Bill of Landing.
•    Weighbridge Certificate
•    Roadworthiness Certificate
•    Tax Clearance Certificate
•    Police Clearance Certificate
•    Customs Clearance Certificate

11.    New car Registration (Second hand from South Africa) : Requirements


•    Invoice
•    Roadworthiness Certificate

Civil Servant’s Services


1.    Car Loan Guarantee : Requirements


•    Start at your bank to see how much you qualify to get.
•    Fill in the Loan guarantee form available at your ministry.
•    Must have no outstanding car loan.
•    Must be a permanent employee.

2.    Car Insurance : Requirements


•    Bring a quotation from your Insurer.
•    A written letter to the Accountant General requesting the car insurance, with all your particulars.
•    Interest is at 2%

3.    Car Overhaul : Requirements

•    Get car overhaul application form from Treasury.
•    Quotation from Garage.
•    Take car to CTA; buy the CTA form which they will fill to confirm that the car has the problem.
•    Overhaul Application Form has to be signed by the Controlling Officer.
•    Bring copy of your Blue Book.
•    Car Overhaul is payable over 24 months at 6% interest.
