The Fire and Emergency Services Department was established in terms of the KIng's Order-in-Council No.14 of 1975 under the portfolio responsibilty of the then Ministry of Local Administration. The Ministry was then transferred to the MInistry of Housing and Urban Development in 1991 through the Legal Notice No. 162.

To be the leading fire safety and rescue service, internationally accredited and focusing on excellence in the Southern African Development Community region.

To promote fire prevention, training and education; ensuring timely suppression of fire and provision of rescue under emergency situations. To minimise the risk impact and consequencies of an emergency or disaster to life and property and humanitarian services in the kingdom.

OBJECTIVES
In accordance with the King's Order-in-Council (No. 14 of 1975) the objectives of the Department are to:
- Protect lives and property in case of fire and other emergencies
- Render humanitarian service in relation to fire and related emergencies to the general public.
- Enforce laws and regulations in connection with fire and safety.
STRUCTURE
The department is headed by the Chief Fire Officer who is assisted by a Deputy Chief Fire Officer. There are four sections headed by Divisional Officers and the Communications Section is headed by the Communications Engineer. The Department is composed of the following sections:

Duties of operations department
Operation’s main duty is putting out fire throughout the country through highly rated fighting skills. The department also rescue people involved in traffic accidents and also recover some individuals who have already passed on in accidents like those who drowns and those who have committedsuicide by hanging themselves. The operation department gives excellent first aid in accidents through highly trained officers. They also do fire awareness through lectures to individuals and institutions.
Duties of Fire Prevention department
The department’s role is making sure that fire is prevented at all cost from occurring in the country by conducting activities that include lectures schools, communities and business areas on how people can prevent fire and even control it until the fighters arrive in cases of emergencies. The department also ensure that there is safety especially in working places and other formal structures. They scrutinize drawings of houses in all the towns to make sure that it was drawn well considering fire safety measures.
