Vision

Ministry of Tinkhundla Administration and Development will be the leader in taking the country to First World Status by the year 2025 and beyond through effective, efficient service delivery as well as people driven socio economic development and good governance.

Remove Regional Development Planning and Coordination and replace with “Planning Unit” with the following content;

General Functions

• Provide policy , programme and project advice to the Principal Secretary and technical staff of the Ministry
• Identify any additional development, recurrent or manpower resources required for ministry

Developmental Functions

• Coordinate the preparation of medium term development plans for the Ministry
• Advise technical staff and undertake work related to projects and programmes (including identification, consideration of alternatives, supervision, etc.)
• Assist technical officers in the preparation of annual capital budgets
• Undertake periodic sector development reviews

Recurrent Budget Functions

• • Advise on the allocation of recurrent budget resources and the cost-effectiveness of major programmes.
• • Provide advice during the preparation of annual recurrent Estimates.
• • Advise on the recurrent budget implications of proposed development projects
• • Analyze revenue sources, particularly regarding cost recovery, including user charges

Information Functions

•  Maintain and where appropriate establish a Management Information System
• Maintain and where appropriate a sectoral database
• • Define and supervise relevant sectoral research, including supervising consultants studying policy options.

Communications Function

• • Act as the main line of communication between the Ministry and central agencies especially during the annual plan and budget preparation exercises.

Supervision and Coordination Function

• • Coordinate inter-sectoral activities by public enterprises, non-government organizations and regional organizations.
• • Coordinate intra-sectoral activities affecting service provision.

• Reconstruction of Tinkhundla Centres and Imiphakatsi
• Assessment of Tinkhundla Centres assisted by the Ministry of Public Works and Transport
• Rehabilitation of Tinkhundla Centres
• Construction of new Tinkhundla Centres
• Rehabilitation of WID Centres
