STATEMENT ON THE DISBURSEMENT OF UNIVERSITY AND COLLEGES STUDENTS’ PERSONAL ALLOWANCES

This current year government supports about 13000 students through the Students Study loan scheme, and this includes about 11,900 students studying in local Universities and colleges with the rest in international universities. Direct expenditure that goes to students study loan support in respect of tuition and students assistance finance is E434 Million per academic year and this figure excludes support channeled through subventions to the institutions. This is by no means a small amount of money that can be disbursed at once neither by any other big chunks. It is in this regard that Government has decided to disburse student study loan support in manageable chunks to institutions and students respectively.

The public, parents, students and institutions are therefore informed as follows:-

That,

  1. Students study loan support in respect of tuition will paid directly to the respective government supported institutions;
  2. Students study loan support in respect of student allowances for students staying on campus lodging facilities will be paid as per invoice to the respective institutions;
  3. Students study loan support in respect of student allowances for students staying in off campus accommodation will be paid directly to the respective students bank accounts or any of the official money transfer platforms;
  4. Students upkeep allowances will be disbursed in 30 days regular cycles over ten months from the beginning of the academic year;
  5. Allowances shall be paid to students who have been duly registered as such by the respective institutions;
  6. Students upkeep allowances shall be computed as follows:
  7. On Campus students upkeep allowances shall be paid to the institutions and these shall be in respect of accommodation, meals and personal allowance.
  8. Off campus students shall be paid personal allowances amounting to E1690.00 per student per month to cover accommodation, food, transport and personal allowances.
  9. All Government sponsored students are required to sign an addendum to the Student Study Loan award accepting these allowances and the disbursement method.
  10. Students should note that the study loan award agreements are individual and that Government reserves the right to review the agreement if the student is deemed to be directly or indirectly disregarding or disrespecting the loan agreement.
  11. Students are advised to reciprocate this Government gesture by taking education seriously and commit to raising concerns with due regard to laid down procedures and avoid resorting to vandalism, disregard of law and order and taking irresponsible decisions of boycotting classes and at the end losing time on the minimum contact hours they are supposed to have with lecturers to retain credibility of their training and certificates they will hold on completion of their studies.
