SECURITY ENHANCEMENTS

The Operations and Correctional Management section provides for a safe and secure correctional environment through supervision and the implementation of security strategies to support human incarceration and contribute to the aspirations of HMCS.

Communications is responsible body for Operations, Planning, Design and Optimization of effectively delivery technology solutions; through Installations, Management, Support Service and Maintenance of the Integrated Enterprise Security System Project. Inclusive are all other relevant activities which the section has undertaken over the years to accomplish operational business efficiency.

  • Dogs’ unit
    • Dogs sourced from Zimbabwe
    • Officers now trained in basic dog handling
    • Dogs bred and trained
      • Patrolling;
      • Drugs and narcotic detection;
      • Explosive detection.
  • Horses’ /Mounted unit
    • Horses have been sourced;
    • Officers have been trained in basic horse grooming
    • Horses bred and trained
    • Horses have been deployed in some Correctional Centres
  • Rapid Response unit
    • Has been introduced;
    • Officers got specialised basic training;
      • Subdue volatile situations;
      • Provide VIP services;
      • Escort high security risks offenders;
  • Intelligence Unit
    • Has been established;
    • Officers undergoing specialised basic training;
      • To collect and collate data;
      • Advise on the best possible course of action.
  • Remote Remand
    • Employs videoconferencing technology, to reduce or avoid movement of remandees and judicial officers and to expedite the timely progress of remand cases. Through the use of high quality cameras, televisions and other equipment, this facility allows parties that participate in a remand session and who are not in the same room to communicate with one another.
    • This will provide amongst other benefits;
      • Increased safety in courthouses and during escorts
      • Improved cost effectiveness of services (prison officers, transport, court space, lunch out claims etc.)
      • Improved access to justice services

       


NEW APPROACHES IN CORRECTIONS

Every organizations has a roadmap guiding its journey forward and as a department we have introduced “New Approaches in Corrections” as development targets to reach our horizon in the following cost saving projects:-

  • Tailoring
    • Officers’ and Offenders uniform sewn in-house.
  • Bakery Unit
    • To meet department’s confectionary needs.
  • Milling plant
    • Processing maize in-house as opposed to purchasing mealie meal.
  • Meat and milk
    • Has reached self-sufficiency in the production of these food stuffs but intention is to attain food security.
  • Printing press
    • To publish all our materials to cut on costs of outsourcing same e.g. annual reports, newsletters, prisoners record etc.
  • Trading account
    • To be autonomous
    • To include all the sections

     


    REHABILITATION AND REINTEGRATION

    Rehabilitation; provide offenders with needs-based programmes and interventions to facilitate to their rehabilitation, and enable their social their social reintegration.

    Social Reintegration; provide services focused on offender’s preparation for release, the effective supervision of offenders placed under the system of community corrections and the facilitation of social reintegration into their communities.

 

EDUCATION UNIT

Every offender at His Majesty’s Correctional Services is entitled to education of any kind. However, they are not forced to engage in such. It is not only meant for those who are in custody but there are those who are encouraged to pursue their education while doing community service. They only do their community service during weekends and/or school vacations. It is worth noting that the Education cadre entails Formal, Non-Formal and Informal Education.

  • Formal Education

    There are some offenders who pursue their education through face-to-face or through correspondence methods. Most of those who pursue their education through face-to-face method are those who are within the school-going age and are in compulsory formal education at Malkerns Industrial School. There are also those who do community service and only work at weekends and/ or school vacations as aforementioned.

  • Non-Formal Education

    There are some offenders who pursue their education through non-formal education (sebenta). Sebenta is an educational program that allows learners to engage in learning opportunities necessary to respond to every day challenges and it currently conducted at the Matsapha Correctional Centre. The program is named Sebenta because we work together with the Sebenta National Institute.

DEVELOPMENTAL PROGRAMMES AND LIFE SKILLS

  • Social Work

    The objectives of social work are:

    • To rehabilitate the offenders
    • To reintegrate the offenders
    • To provide aftercare to the offenders.
    • To provide crime-prevention strategies to the communities
  • Chaplaincy

    The chaplaincy’s role is to strengthen social norms through reinforcement of values, attitudes, beliefs and moral order, through spiritual therapy for the betterment of rehabilitation and reintegration of offenders. It also helps in uplifting and meeting offenders spiritual needs.

  • Industries Section

    The main purpose of this section is to equip offenders with life skills that will sustain them after prison life. These skills are available at Matsapha, Pigg’s Peak, Bhalekane, Big-Bend and Mawelawela. The rehabilitation programmes offered to offenders and the community member include: Wood machinist/cabinet making, Upholstery, Salon, Motor mechanic, Welding and Fabrication, Tailoring, hand craft, Wood curving, Printing and Lithograph, Small engine repairs (Brush cutters), Leather craft, Pottery, Weaving and Tapestry.
