REQUEST FOR PROPOSALS (RFP) THE DESIGN, SUPPLY, DELIVERY, AND INSTALLATION OF A CAMPUS MANAGEMENT SYSTEM AT GWAMILE VOCTIM

RFP 225 of 2024/2025

The Ministry of Education and Training invites companies to submit proposals for the DESIGN, SUPPLY, DELIVERY, AND INSTALLATION OF A CAMPUS MANAGEMENT SYSTEM AT GWAMILE VOCTIM TVET COLLEGE.

The Request for Proposals (RFP) document can be obtained at The Ministry of Education and Training, Office 115, Mbabane, against a receipt of E300 (Three Hundred Emalangeni), non-refundable, payable at any Government Revenue Office, Acc. No. 304/5001/61101.

The key requirements for the provision of the service are;

i)The Team Lead: a high level of competency in the field of   Computer Science/Information Technology, Project Management, and Software Engineering, with specialized training in any of the three key areas of the assignment, namely; System development and Design, Networking, and related technical skills. He/she must have 10 years of proven experience in leading the development and implementation of projects of similar complexities.

ii)The team: Should be well-capacitated in Computer Sciences and Information Technology with at least 7 years of experience in most of the following required competencies; System Design and Development, Project Management, User Experience (UX), and User Interface (UI) Design, System Integration, Microsoft-certified system engineer (MCSC), Cisco certified networking professional(CCNP), Wireless network, Data Management and Analytics, Quality Assurance and Testing, Technical Support and Maintenance, Change Management, Security and Compliance, Educational Technology Expertise and Stakeholder Engagement. They should also have strong programming skills, analytical skills, and report writing skills, as well as experience in research and presentation skills.

Proposals will be evaluated on a ‘Quality and Cost basis’, as detailed in the ‘Request for Proposals’ (RFP) document and the resulting contract will be a lump sum, as specified in the document. Companies may associate and partner to enhance their qualifications.

The proposal shall consist of a Technical and a Financial Proposal, which shall be in separate sealed envelopes. The two envelopes must be enclosed in a sealed outer envelope, which shall be marked: “Request for Proposals for the DESIGN, SUPPLY, DELIVERY, AND INSTALLATION OF A CAMPUS MANAGEMENT SYSTEM AT GWAMILE VOCTIM.”, “RFP No. 225 of 2024/2025” “The Secretary to Eswatini Government Tender Board, Treasury Building, MBABANE”. Failure to mark the envelopes clearly and accurately will result in the rejection of the proposals. There will be a compulsory pre-tender meeting that will be held at Gwamile VOCTIM (Matsapha) on Friday the 22^nd November 2024 at 10:00 Am. Failure to attend the pre-tender meeting on the set date will result in automatic disqualification.

All documents specified in ‘’Instructions to Consultants (proposal data sheet)’’ must accompany the Technical Proposal.

The Proposals should be deposited in the Treasury Tender Box situated at Treasury Building, MBABANE on or before the 13^th December 2024 by 9:00 a.m. Late submissions will not be considered. The Government does not bind itself to accept the lowest or any proposal. The advert is also available at www.gov.
