REQUEST FOR PROPOSAL FOR PROVISION OF INTEGRATED ELECTRONIC CASE MANAGEMENT SYSTEM

The Kingdom of Eswatini through the Ministry of Justice and Constitutional Affairs (MOJCA) has allocated funds for the procurement of an INTEGRATED ELECTRONIC CASE MANAGEMENT SYSTEM for the Justice Sector for which this Request for Proposal is issued. The MOJCA seeks to engage a financially stable, qualified, experienced and competent organization with extensive experience in the development and implementation of an integrated case management system in the justice sector, within and outside their country of registration. The average annual turnover over the past three years should exceed USD5 Million and company should have an experience of at least 10 years in delivering Information Systems in the Justice Sector with Budgets of over USD2 Million.  Your institution is hereby invited to submit a proposal for the service(s) by submitting your proposal at the latest by 8 October 2021.  The proposal shall consist of a Technical Proposal and a Financial Proposal, which shall be in separate sealed envelopes, and the two envelopes must be enclosed in a sealed outer envelope, which shall be marked as follows:

Treasury Building,

MBABANE”

Futher, the envelop must be marked.

“Ministry Of Justice and Constitutional Affairs Proposal No. 54 of 2021/222, INTEGRATED ELECTRONIC CASE MANAGEMENT SYSTEM (IECMS) “Do not open before 09hr00 Hours 08th October 2021.

The proposal must be delivered to the offices of the Treasury Building, Mhlambanyatsi Road, Mbabane, Eswatini by 08th  October 2021 before 9.00AM and deposited in the Treasury Tender Box. Proposals not deposited in the Treasury Tender Box, as well as late, telegraphic, electronic and faxed proposals will not be considered. Tenderers may attend the opening procedure.

The following documents should be included as Appendices to the Technical Proposal. In case of a joint venture or consortium each member must provide the documents:

·         Certified copy of a relevant Trading Licence, or equivalent for foreign companies;

·          Original Tax Clearance Certificate, or equivalent for foreign companies;

·         Certified copy of current Certificate of Company Registration, or equivalent for foreign companies;

·         Certified copy of an official statement of the Directors, alternative directors, managers and auditors of the company (Form ‘J’ or equivalent);

·         Certified copy of an official statement of the annual summary of shares capital and shares (Form ‘C’ or equivalent); and

·         Certified copy of the Labour Compliant Certificate.

·         Latest Audited or independently reviewed financial statements

·         Workmen Compensation Certificate

·         Tender bond/security of USD8,000 (Eight Thousand US Dollars)

·         Police Clearance Certificate for Directors (Fingerprints)

The Government does not bind itself to accept the lowest or any proposal.
