Human Resource Development and utilisation in the kingdom of Swaziland will be based on a single comprehensive Human Resource Plan that is acceptable to all stakeholders.

2.1 Recent History


The Human Resources and Development Department, which used to be called the Manpower Development Department was part and parcel of the then Department of Establishments and Training which was established to cater for the training and development of all public servants, and was also responsible for Localisation in the country.
In 1996, in terms of Legal Notice 194, Human Resource and Development was allocated to the Ministry of Public Service and Information and later in terms of Legal Notice No.25 of 2009 the National Human Resource Planning function was transferred to the Ministry of Labour and Social Security, and the Human Resource Development function remained with the Ministry of Public Service.


In 2003 the Human Resource and Development Department started co-ordinating the Public Sector response to the HIV/AIDS pandemic since this has a bearing on the management and development of Human Resources in the Public Service. The Human Resource and Development Department continued to coordinate the Public Sector response to the HIV/AIDS response until December 2009.


2.2 Current Mandate, objectives, roles and functions of the Department

  • To ensure that the Human Resource base both at national level and within the Public Service in particular is of good quality, as a means of meeting national and Government priorities under the National Development Strategy (NDS).
  • To ensure the best use of the country's human resource in a holistic manner through Human Resource and Development.
  • To develop and ensure the implementation of integrated national human resources development policies and procedures.
  • To co-ordinate human resource development activities in the Public Service, parastatals, private sector, the small and medium enterprises.
  • To ensure, in collaboration with clients that appropriate training programmes are undertaken and that their impact is assessed and evaluated.
  • To improve service delivery through computerization of training records and providing training opportunities to deserving Swazi citizens.
  • To monitor trained personnel.
  • To provide the basis for training and development programmes.
  • To ensure, in collaboration with clients that appropriate training programmes are undertaken and that their impacts are assessed and evaluated.

2.3 Service Provided
The functions of the Department include, improving service delivery in the coordination and management of Human Resource Training and Development as guided by the Training and Development Policy of 2000.
Services provided can be summarised as follows:


2.3.1   Scholarship Awards
These include:

  • Scholarship Awards for all government Ministries and Departments which are funded by the Swaziland Government within the country and in the SADC Region.
  • Donor funded scholarships for the Swaziland Government which mainly focuses on the Swaziland Governments priority areas such as, Education, Health, Agriculture, and Public Sector Reforms etc.
  • Short Term Study Loans.

2.3.2   Procedure for Scholarship Awards and Study Loans

  • Ministries and Departments submit Training Plans to the Human Resource Development Department in February every year.
  • Nominations for scholarships are taken from the Training Plan are discussed and agreed upon with Ministries and Departments, Training Officers, Administration, and Supervisors.
  • External Travel Training and Expenditure goes through a Cabinet Sub-Committee responsible for External Travel which makes recommendations and approved by His Excellency, the Prime Minister.
  • Individual Officers apply for study loans through their Heads of Department and Principal Secretary to the Principal Secretary, Ministry of Public Service.

  • Applicants should be Middle level Public Sector managers and professionals
  • Applicants should have a minimum of a first University degree of good standing. Plus at least four years of relevant managerial level.


3. The German Academic Exchange Service (DAAD) Back to top

  • Offers Scholarships for Masters degrees in Public Administration
  • Applicants should have a minimum of a first University degree in Social Science with at least a second class upper division
  • Applicants who hold a University Degree other than social science may be admitted if they pass with at least second class upper division and have at least three years relevant administrative experience

•   Applicants are required to hold a Bachelor of arts degree preferably with  a major in Economics or any other relevant field with accredit or its equivalent from a recognized University
